9 am to 4:30 pm Managing Municipal Finances |
The role of a municipal government is to deliver services to its residents in an efficient and effective manner. In order to accomplish this, close attention to and understanding of the financial aspects of managing a municipality are paramount. During this workshop we will review the foundational aspects of the municipal financial structure. Topics will include: the role of the treasurer; the fund accounting concept; components of operating and capital budgets; reserve funds; capital borrowing and financial reporting. DAY 2 |
9 am to 10:15 am Municipal Public Purchasing |
In New Brunswick, local governments are responsible for their own procurement of goods, services, and construction. As in other parts of Canada, Canadian laws and case law, provincial laws, and commercial agreements dictate the rules that municipalities and other public sector entities must adhere to when creating public markets. As part of this session, municipal managers and leaders will have the opportunity to develop their knowledge of necessary approaches and key principles related to public markets. At the end of this presentation, you will be able to understand the terms of the Environmental Trust Fund, the types of qualifying projects, as well as the eligible groups permitted to submit an application. We will focus on the funding application form and on the application review and evaluation process. There will be a question period at the end. 11:15 am to 12:15 pm Regional Development Corporation Municipal Funding Program Principles |
At the Regional Development Corporation (RDC), funding programs have always existed in one form or another. However, certain funding principles remain relevant while others require some adjustments over time. Through this presentation, you will see which programs are currently being offered to municipalities, which funding principles have passed through the programs and years, and how to properly apply for funding. Being aware of these principles will facilitate the application process for different funding programs today and in the future. Goals: At the end of this workshop you will be able to : know and identify the federal and provincial programs managed by the RDC know the funding principles understand the deciding authority; and understand the elected officials’ role and their power. Trainer: André Laplante, Regional Development Director, Regional Development Corporation André LaPlante is Regional Director for Development at the Regional Development Corporation. He has been with RDC for the past 15 years administering and managing funding programs, and enjoys interacting with people to find solutions to various initiatives. A former Correctional Officer, André also has experience in non-profit sector management and has worked in community development, multicultural resettlement efforts and arts and culture development. André holds an undergraduate degree in Social Work as well as a graduate degree in Public Administration from the Université de Moncton |

When New Brunswick’s local governments signed the Gas Tax Funding agreements in 2014, they made a commitment to begin asset management planning. The New Brunswick Department of Environment and Local Government then published the Guide to Asset Management Planning, which defines the minimum requirements for municipal asset management plans. This guide will attempt to clarify the concept of asset management and its numerous benefits. During this presentation, we will discuss the key components of this provincial asset management guide et present the resources available to municipal managers across the province and get answers to your questions.
