    The Provincial and Territorial Public Servant on the International Stage

    The program is designed specifically for public service employees of provincial and territorial governments in Canada who are involved in international relations.

    “If we are to adapt to a changing world and seize the opportunity to play a role in a global economy, New Brunswickers will need to acquire new knowledge and skills. (…) A hallmark of globalization is the speed of change and the competitiveness of international markets. A new set of attitudes need to emerge in order to complement the international skills required to meet these challenges.     The Program

    Although this program has been designed specifically for provincial and territorial public service employees, it is also open to public servants from other government institutions.  Participants will acquire the knowledge and skills needed to enable them to more easily achieve their international objectives, as they will gain a greater understanding of international governance, Canadian foreign policy and the practice of diplomacy.

    As a participant, you will acquire a greater understanding of the following topics, among others:

    • Geopolitical issues and transnational threats that may have an impact upon your international activities
    • Canadian and international legal frameworks that circumscribe international relations
    • International, intergovernmental,  and non-governmental organizations
    • A historical perspective of Canadian foreign policy and priorities
    • Issues specific  to the appearance of the provinces and territories on the international stage, such as during the participation of Canadian delegations at international meetings
    • Structure, hierarchy and responsibilities of Canadian missions abroad
    • Expertise and skills  required  to exercise the role of public servant specializing in international relations

    As a participant, you will, for example, enhance your ability to execute the following:

    • Interact effectively with Government of Canada personnel in foreign missions
    • Apply standard rules of practice in your interactions with representatives from other countries, multilateral organizations, etc.
    • Use appropriate channels of communication to contact representatives of foreign governments
    • Communicate effectively both verbally and in writing within an international context
    • Apply  best practices as they relate to provincial and territorial participation in Canadian delegations  to negotiations, meetings or international forums at the bilateral and multilateral level
    • Interact effectively in your role as public servant during foreign missions or in welcoming foreign delegations
    • Adapt as needed within diverse cultural contexts
    • Contribute more effectively to technical meetings on issues having major international significance

    This three-day program will consist of on-site seminars. The seminars will be facilitated by experienced professionals from the government and university sectors. Presentations will be given in a classroom setting accompanied by audiovisual content as well as case studies, video presentations, feature articles and guest speakers.

    As a result of this training, you will be better able to assess the risks and opportunities that arise in your international activities.  Because the training program is intended for all Canadian provinces and territories, you will become part of a national network of international relations officials.

    • Canadian foreign policy, geopolitical issues and transnational challenges
    • History of Canadian foreign policy
    • The major geopolitical issues and transnational threats
    • Diplomacy from every angle
    • Understanding the cultural context of international relations
